Defamation suit

sir, i have filed defamation suit in district court on a govt officer ,based on the ,derogatory remarks made by that officer in a RTI reply to my application ,which made me defame in public .he made the copies of my RTI application and reply distributed to many persons. the district judge returned the suit citing section 23 of the RTI act .that court will not entertain any RTI Related cases. i want any supporting documents or legal support or any judgement copies to support my case so that it is admitted by the district court.
