I would request you to furnish more details about the case so that a certain answer can be given. However, generally you may move an application in the court regarding the pendency of the matter and make the court make a call on the opposite party. You may even write an application to the head of the authority that you are dealing against.State ministry may also help you if the case is strong and clear case of injustice. Most unfortunate thing, is that instead of Advocate to whom you have paid his demanded fees, you are seeking guidance from Forum.
Advocates know more tricks and depending on the circumstances they can even guide you in reporting to HC stating such valid reason for suitabel instructions to proper court through District Judge.
The mutual understanding in between advocates are the reasons for such delays.
