Delhi jal board - infrastructure charges

I have a water connection installed in my residential plot which i got temporary suspended for repair work in my house. No repair work could be carried out and now I want to re-activate the water connection. I have applied for the same in Delhi Jal Board and they are heavy levying infrastructure charges on reconnection because the plot size is greater than 250sqm. Is infrastructure charges leviable on re-activation of old connection? Also my builtup area is around 15% of total area but DJB is taking into account 33% built area for calculation purposes since they are saying this is minimum area that the system accepts and charge needs to be paid on the same. Can anyone clarify the above. Thanks in advance
