Delivery place of first child

i need a help regarding the place of birth for first child in india. The MRO office denied me a birth certificate on a ground that you are to be born at a place from where your mother comes . ie, My nani's Place or from mothers birth home. Its a govt rule and we don't belive that you are born at your dads place
