If you are a tenant and if landlord refuses to receive the monthly rent, You can file an application for deposit of rent into court.

U need to follow procedure laid down in rent control act firstly send Money order to land lord if he refuses issue a legal notice asking him to furnish bank account number and if he fails then file a case for deposit of rent as rent laws from state to state are different we need to know from which state u r from and which city/town,consult a lawyer in u r locality

you cannot all of a sudden deposit rent in court, for depositing rent in court the formalities stipulated in the relevent rent control act in the particular state is to be complied.  The tenant can send money order if the owner is not ready to acept rent.  Each rent control act in each state are slightly different hence it is necessary to know whihc state  you are a tenant.
