doctors case

Dear friends i need urgent clarification.

1. can police take action against complaint against one doctor for not cured a patient? how? any rules available?

2. can police file a case against a doctor under 420 IPC for getting huge fee for an ailment?

as i am not a lawyer but a learner but then also would like to give the answer for point no. 2 is NO. Approximatly for point 1 also no.

I think one has to file a consumer case against the doctor for deficiency of service. Sections of IPC does not get attracted.
