my father aggrievied on why old licence number not provide

licence number will be provided according to the RTA Rules. The number cannot be issued as per our wish. Moreover your renewal not done in time. so old number expired. they will allot a new number. so what happenses if you get new number. It is not like aadhar identity number.

is RTO rule says that once expire date is over in licence that all ? or any grace period for after expire date ..

Already provide proof of lincence number how can i suitable for new number..

need legal process for get old number...
