Electrical department persons misbehave

I raise a complaint in APSPDCL for power problem due to wire cut at transformer. For that Transformer line, only my house in that line no other connections for that transformer yet. The Customer Care belongs to Tirupati i stay at Nellore. Attending the problem by the Electricial department persons argue me; why was raise the complaint, you call to lineman & nearly substation and so on.... they insult me with their words and scold me and also indirectly warn me. Prior i try to call the local substation they are not responding and when i get raise complaint in customer care every time my problem is solve. Please suggest me what kind of action taken against the persons belonging to Electrical Department for this kind of misbehave.
