Encumbrance certificate (ec) - name of neighbours

Dear Experts,

 

This is about the EC of a revenue site purchased around 33 years back, in my name. As both my parents have deceased I got the information of the site very late. I also got the Original Sale Deed registered in SRO (of Karnataka). Now the area comes under the City Municipal Corporation though it was under agricultural land definition of a village at that time. I doubt if the owner has gone for any proper legal conversion. A kind of revenue site!

 

Very recently, when I tried to get the EC, it mentions my name as the owner and no further transactions. But also it mentions the name of neighbors who were on  the Registration Date BUT not the latest. We know that one of the adjoining next site has been sold long back because the person was my relative. 

 

Is it a legal procedure to issue the EC with the the names of neighbors as on the Registration Date or the latest?

 

Please clarify.
