when u sing the document you read all condition?
I think it's not right but nobody takae action aganinst the builder. U check a plan pass copy and contect local lawyer.

rights cannot be reserved they have to be exercised that too in accordance with law just go through appertant/ multi story building act seperate for every state in india. if aggrieved go to consumer forum. in any case terrace is all the time owned by inmates of the building if the stairs or the lift is common and not private.
