1. Fine amount would depend on the discretion of the Court (Criminal /Civil) and on the type of offence /summons.

2. The court can even issue a summon /warrant, for non-appearance, on a court date.

A notice can be issued in this regard and the court can even issue a warrant. Fine can be levied upon you and that will depend upon the discretion of the court. If you still don't appear, the court will issue a warrant and also release an ex parte order in the favor of the other party to the case.
