In such case the burdan of proof always lies on the party who claims it. Here, if the gf is claiming that she has been cheated then it is her burdan to prove before the court. and vice versa.

What exactly does the girl want? (1) Does she want an order to the boy to marry her? (2) Does she want monetary compensation for not marrying her? (3) Does she want to file a complaint against him for cheating? (1) or (2) will be civil cases and no police case can be made out.In a civil case chances of success are very low. (3) can be a criminal case provided she had given him anything in anticipation of his marrying her. She could have given him somthing of monetery value to make a case of cheating. If she had s*xual relation on the promise of a marriage the boy can be charged with rape.
