Mere registration of FIR does not mean that the allegations stated in the complaint/information are true. (FIR = First Information Report)

The arrest could be done by the Investigation officer only if he satisfied from his preliminary investigation that the offence has been committed.

Otherwise, there is a chance to file final report after investigation as the complaint/information is false or mistake of fact.

Dear Ashwin,

The FIR is registered when complainant makes statement of commission of crime / offence by accused, that is called cognizable offence. police can detain the suspect or arrest accused for investigation. If the accused is arrested then he will have to be produced before the magistrate within 24 hrs of arrest. In cognizable cases police have all the powers to arrest the accused  immediately who is involved in the said crime, the burden of proof is on accused to prove that he is not involved in any crime.
