flat occupied by tenant in a cooperative housing society

Hi, learned advocates teams

one flat owner rented his flat to a tenant. his agreement expired in December 2023.
the owner of the flat is out of the country. The owner suggested to the tenant to pay the balance rent from 3 months deposit, which also passed.

Now the tenant is living free without paying any rent to the owner. The owner of the flat has defaulted in maintenance payment to society

would you suggest what remedial or legal action could be taken in this case
