Fraud letter by architect

I have booked a flat from a so called reputed (?) builder in Pune. I received last demand/disbursement letter from builder with the signature of architect for 100% completion. Please note that, it is letter with architects signature stating that the flat is 100% complete and pay the final disbursement. Builder is not issueing possession letter or completion certificate yet. Also, Water Treatment Plant and Sewage Treatment Plant is not yet complete and not operational. So basic amenities are still not in place. You have to go to the builders office to collect bisleries for drinking water, if staying there. The electric meters are still no there. Builder is providing electricity from his line. 

Please let me know if builder can ask for money if above mentioned basic amenities are not yet ready? Also even if the flat is not ready 100%, architect has issued fraud letter of 100% completion. Can I take any action against builder as well as architect?

Not to mention, the project is delay big time.

If you want to deny the possession then file the case and seek full compesnation of money from the National Commission.
