Getting trouble by nearest shopkeeper

Hi The shopkeeper next to my office is selling ciggrate due to that lots of people collected over there all the time, most of them are college students and sometimes other also get over there. I have warned and requested him no. of times but he is not taking the proper action against the situation. Suggest me what should I do and this is a public place he knew it very well.
