harrasmen by railways establishment.

I have appointed on 2013 in railways as tech. III. in compensation ground.In my appointment letter 3yrs training is written by railways establishment. But at the time of joining the clerk who deals with those case appoint me on that above post without any training. My service book works are all filluped within one month and others work such as salary, hra,da etc are all started as per rules. Now i got promotion on 2016 in TECH II.But now i got some news from our office about my appointment without any training.At the time of joining i ask the clerk about my training but no such response came from them.I am in big tension. Is there is any risk of demotion??
