If you tender resignation without notice then your dues can be squared off by adjusting notice pay!
If you can resolve with your own skills go ahead..
Or take help of united teachers forums
or regulator
Or you may have to approach court..

It shall be appropriate to get proper legal opinion from a very able LOCAL senior counsel of unshakable repute and integrity specializing in rservice matters and well versed with LOCAL applicable rules/laws and having successful track record…. and worth his/her salt , before signing or making payment.
