How to do registry of my flat

Hi, I have purchased one Flat in Patna, i have agreement paper which i did with builder in 2011 in Patna registry office, i have given 85 % payment to builder in 2015 and builder not completed the building but it almost 90 % complet , But i entered in flat , since last one year i am living in my flat, electric bill coming in my name. Now builder not asked for payment and not complete the building.After several reminder . Now how i do full registry of flat in my name. Pl suggest. Thanks MANOJ KUMAR

Obtain Occupation certificate from the builder.An OC certifies that the construction of the building has complied with the approved plans. It is issued by local municipal authorities or the building proposal department once the building has been completed and is ready to be occupied. Simply put, without an OC, your building has not been awarded a ‘pass certificate’.
