Hurdle in mutation of land

Hi Experts,

We have purchased land in Durgapur,West Bengal more then 20 years back & registration done that time in mothers name.The land comes under durgapur municipal corporation so giving treasury & land tax every year in mothers name and have all receipts till date.But we are struggling for mutation for past 5-6 years.The officer called for hearing 2 times but rejected the plea for mutation on the ground that the lands mutation is in for ex. 'A' name.We have purchased it from 'C', and 'B' sold it to 'C' stating that it is their patrimonial land( they in deed, didn't mention either their father's name or any other name who actually purchased the land ).Now since itz been a long time, 'C' has expired & 'B' moved to some other location & we have no idea of whereabouts of 'B'.Please suggest what next we should do in order to get the mutation done in our name as we are in rented house for a long time or could we start constructing the house in that land without mutation.Is there any problem in that in future?We are not getting any help from anywhere.Consult one lawyer, told that if file petition in court then again it would take long time.Mant suggested to construct, no issues,many have constructed without mutation & faced no problem.Kindly suggest, any sort of help would be highly appreciated.
