If court delay in charging the case

In a case where seven person were killed in District vidhisa Madhya pradesh. 6 one side and one person from other side, in a village where two groups involved. Although court committed the case four months ago but court did not frame chareges, Every time , dates are extended. In this matter , what should be done for beginning the case . what approaches is best .
