It is difficult to draft a plaint unless relevant facts are available. You may find a draft in any book of drafting.

Go through the Order XXXIX Rule 1 & 2 in Civil Procedure Code then you will have idea about the main ingredients should be there in a petition. The format is available in drafting & pleadings of Ameya Book Agency

mr. ajay and mr. sanjay r practicaly right . however, theoraticaly, as per or. VI rule 3 of CPC " the forms in appendix A when applicable, and where they are not applicable forms of the character, as nearly as may be, shall be used for all pleadings."
therefore, for format u have to see appendix A of CPC. there are 49 forms for plaints. there is no specific form for plaint agaist illegal construction. but form no 36 i.e. plaint in a suit for "injunction restraining nuisance" may be guiding form for u.

ya i too agree with sir without the details the plaint can't be drafted and one more thing file the suit for declaration and injunction. suit for bare injunction is apprehended to be dismissed as onle bare injunction suit is not tenable.
