A Central Government servant retiring in accordance with the Pension Rules is entitled to receive pension on completion of at least 10 years of qualifying service. The amount of pension is 50% of the emoluments or average emoluments whichever is beneficial. Minimum pension presently is Rs. 9000 per month.

Till the introduction of contributory funds for pensions, every teacher that received salary was still receiving pensions.
You can file RTI Application to DEO and get such specific clarification.

Is government aided school teacher is government employee
No, the teacher is employee of the School.
Entitlement to get pension as well as salary from government is governed as per school rules despite the fact it is aided by government.

purely at the discretion of the management as compassionae appointment is not enforeceable right.
