Issue with contractor

In Jan last year i undertook extensive renovation work in my house that involved work on the florring, windows, kitchen etc. The contractor has done an under average job for it all. However what is most problematic is:

1. In  certain places where the granite has been placed at windows the black granite is slowly turning grey/white in some places and this seems to be increasing on a regular basis.

2. A lot of work is still pending and this involves repairs to some of the jobs that he has done in my house.

3. I have an amount of 25k outstanding to be paid to him.

Here's my contention:

1. Since the granite is turning white, i want it to be replaced/or re-imburesed because i have put in granite of 1 lac and above.

2. Get the pending work done and give me so that my other subsequent work can go on

3. Once the granite matter is resolved by the contractor and the supplier I will make the final payment

However the contractor as of today says:

1. The issue of the granite is that of the supplier and is completely washing his hands of my problem now.

2. He insists that if i have to get the pending work completed it will only be atfer the remaining money is paid.

 

My worry is that how can i give him the balance payment when i have much more money at stake with him. It's come to a point now where he's not taking my calls. The way I see it this is pure cheating/fraud and I want to know:

1. Cna i make a police complaint about this problem and have the police look into the matter

2. Legally what recourse can I take?

consult with a lawyer and issue notice to him.
