Any third party must apply to the court stating the circumstances which are necessary to get the certified copy of the judgment.  The court considering the necessity will pass orders and then only the third party can obtain the certified copy of the judgment.

The rule varries in diferent States and High Courts. In Allahabad High Court till 18/08/2009 certified copy of an order in a pending case could be obtained by a party only and after disposal of case any person could obtain the certified copy. Now a certified copy in a pending case also, can be obtained by any person through internet copying counter.
