Legal guardianship

I wish to sponsor education and boarding, etc for a child from another state by admitting him to a school in Goa that offers this facility. His father is known to me and works in Goa.Would like to know if it is possible to become a legal guardian of this minor child, with permission of his father and mother, and what is the process to follow?
