Legal heirs

Dear All,

One of my client has bought a property in Chennai, India on 2006, the property was registered both in his name and his wife's name. My client is a Doctor and is working in the USA for the bast 15 years, his wife was a house wife. The wife passed away few years ago because of some terminal illness. 

My client wants to sell the property and has given the Power of Attorney to his Mother in India. Is this Power of Attorney Valid? 

My client has 2 kids with the deceased mother, they both are minors, my client has the Death Certificate of his wife. How do we get a legal heirship certificate? I am assuming that the legal heirs of the deceased wife will be the husband, and 2 minor kids? 

The husband and the kids are living in the USA and both the kids were born in the USA, the kids are 8 and 15 years old.

Please let us know what has to be done from my clients side to sell this property without any issues in India?

Please give me some advise,
