Legal validity of debarring

I am student of IGNOU.I was debarrd from giving xams for the month of dec 2008.and i get this letter on 20jan2009.the letter was dispatched from the university from 10 jan 2009. is this post dated debarring had any legal validity? is it right to issue a post dated debbaring notice? kindly advice.

There post dated debarring leter is void abinitio and has no legal validity.
