Iam working as assistant audit officer(4800 GP) in AG AUDIT RAIPUR SINCE 22 MAY 2018, I HAVE COMPLETED 1 YEAR AND 4 MONTHS IN THIS OFFICE. EARLIER I WAS WORKING AS AUDITOR(2800 GP) IN CGDA FROM FEB 2016 TO MAY 2018.I TOOK TECHNICAL RESIGNATION FROM CGDA AUDITOR TO JOIN CAG ASST AUDIT OFFICER ON 22ND MAY 2018.MY OFFICE DIDN'T MENTION ANYTHING ABOUT LIEN ON MY RESIGNATION LETTER, ALTHOUGH I ASKED FOR THE LIEN. NOW I WANT TO TAKE LIEN TO JOIN CGDA AUDITOR AS TRANSFER CHANCES ARE WEAK IN CAG ASST AUDIT OFFICER POST. ACCORDING TO LIEN RULES OF DOPT, LIEN IS GIVEN TO AN EMPLOYEE WHEN THE EMPLOYEE HAS SAID TO BE CONFIRMED IN THE OLD OFFICE AND APPLIES FOR LIEN WITHIN 2 YEARS . THERE IS NO MENTION OF LIEN IN MY RESIGNATION LETTER, BUT I WAS A CONFIRMED EMPLOYEE, I HAD COMPLETED MY PROBATION PERIOD OF TWO YEARS AT THE OLD OFFICE. WILL I BE GIVEN LIEN TO JOIN MY OLD Office?

If the post in which you were working was sustantive,

lien could be allowed.neverthless, it depends upon the rules prevalent in the department.

A simple solution is to seek such information under RTI from your old employer and seek a  copy of such laid down norms.

Was your leaving the earlier service considered as a case of technical resignation?
