Limitation as a consumer in the consumer act

Me and my wife had booked 2 apartments with a builder in our joint names and the builder has delayed the possession by over 5 years and wants us to pay 18% interest on late payments while getting scot free by giving us just Rs 5 per Sq Ft. per month (in the agreement).

The NCDRC has recently passed many judgments giving the benefit to consumers in similar circumstances.

However our problem is that since we have booked more than on apartment, we would not be treated as consumers by the NCDRC.

Please suggest how to get over this problem.
