Marriage certificate for NRI

How can a person get marriage certificate if he is an NRI ( born in Dubai but not a citizen of Dubai and parents are from India) and married to Indian girl so where to get registered and what is the process of getting certificate??

hello where marriage will done ? if he is married with indian girl and indian citizen and marriage done in india than you got marriage certificate from india not any other place

Wedding took place in sri lanka as it was a destination wedding
