We had heard that if a court finds charges against accused are proved and awards death penalty, and court pronounces" to be hanged by neck till death" the mercy petition can be filed before President of India. Probably there is no time limit for decision on mercy petition.
In your case charges are not proved, there are many anomalies in the case, rules have been flouted, and you have supplied the facts and evidences to chairman before he passed his, what could be aptly termed as, mockery of the verdict. One shall wonder this is a company or a Khap Panchayat.
