messing up the wall of the house with colours

if my neighbour during holi every year, messed up the wall of my house with colours intentionally
because we have some issues of other matters ...

then what should i do ?
is there any rules related to this ?
where should i complain ?

You can complaint to police that he is deliberately damaging the property.

you can make a police complaint,

you can also record their act of defacing the wall through CCTV/Mobile

In earlier query you have stated that your neighbour has filed a false case, now you have posted this one .

What is the actual problem ?

It is better to consult a local prudent lawyer for appreciation of facts/documents, professional guidance and necessary proceeding.
