Hello Lawyers Club,
Does a owner is obliged to pay the full monthly maintenance charges to the apartment association during the period when the flat is not occupied or rented out? Under which law this dispute is covered. Please advice?

Definately. The owner is full and full liable to pay charges even if none stayed in the Apartment for quite number of years
