My hearing keeps getting postponed

hi all my case hearing keeps getting postponed for 7 months now. there's no progress on the case. the judge hasn't issues the summons. please help. is there a way to make the case progress?

This is a road accident case. The case is stalled on the first hearing. No progress afterwards.

Whether you are discussing the claim petition before MACT or criminal case registered against the offending person/accused ?

We had only one hearing. After that the hearing keeps getting postponed. The summons to witness haven't been issued. Apparently the judge in the particular court is temporarily filling in as there is no permanent judge in that court. Kindly advise how to proceed? Thank you in advance.
