NBW not hourned by accused

Hi sir, i am a complainer. court is sending NBW against accused, but no response from police. I talked to police he is saying talk to party. When I call him they are telling I will give u, come this this day like that. Police is not arresting him. Whether I need to push police and party to get money. Why not court. I should collect money from court only right or individually I will take money from party. Whether I should consult police commissioner or media
