Need advice on Agriculture Land

Dear sirs,

My mother's father owned a land near Nagpur in Maharashtra. He expired in 2001. The ownership of the land is transferred to joint names of my grandmother,maternal uncle,maternal aunt and my mother.

1.Can i acquire farmer's certificate on my name? If so what is the procedure.

2. Can i buy agricultural land in Gujarat on that basis?
