Need citations preferably sc

I have filed a wp in person against the order of Central Information Commission.

 

The CIC dismissed my complaint u/s 18 and 20 of RTI Act 2005.

 

I had asked for the certified copies of my salary sheets.  The CPIO refused to supply the certified copies.

 

The CIC held that CPIO should have supplied the certified copies BUT did not order the CPIO to supply the certified copies on the ground that it was complaint u/s 18 and not a second appeal u/s 19.  Furhtermore it dismissed the complaint.

 

In wp I have pleaded that since CIC held that certified copies should have been supplied it has held that CPIO has contravened sec 18 and hence u/s 20(1) it is mandatory for CIC to initiate the penalty proceedings against CPIO.

 

Can anybody provide me some citations, preferably by SC, which supports my claim that once any complaint is found to be factually and legally correct it cannot be dismissed.  The citations may be in relation to Acts other than RTI.
