NOC

Hi, my name is sachin. My father has purchased a plot of 1800 sq ft from a coperation. That property is resistered on my mother name. Till few days b4 there was no issue. Now we want to take home loan on that property for that some banks are asking noc for that property. When we contacted for noc to cooperation he demanded 11000 for noc. Our property is not disputed, butt cooperation is asking huge amt for a noc verified fm notary. Is there any loss to us if we don't take noc fm him. Land is registered to my mom and we have all the paper except NOC.
