the development of country depends on planning which in turn depends on information regarding every individual of the country. with the advent of computer it is feasible to keep track of every individual from his birth to any stage of life. in such circumstances should not nonregistration of birth be made penal?

it is quite clear that our courtry is a deveoping nation70% of the poppulatio of our country resides in villaage and most of them are illetrate and does not aware of legal system
so in my opinion it is not a right time to penalasied the non registration of births.but step should be taken for more education and awareness
