Make an application to the court for issue of Bailable warrent or Non Bailable warrent if the accused is refusing the notice and not coming in the court.

This appears to be state prosecuted case, if the accused refused to accept the summons then the court may proceed legally by passing an order to issue warrant against him and would direct the police to execute the warrant to produce him before court.

In a complaint u/s 200 CrPC the accused shall be issued with "summons" if taken cognizance and not "notice", however, if summons have been refused by accused, the court shall compel attendence of the accused and issue bailable or non-bailable arrest warrants against the accused.
