Is is mandatory or optional to issue a notice under the C.P. Act before filing a consumer complaint?

NO, it is not mandatory  to send a notice in C.P Act

It is not compulsory to issue a notice before filing a case in Comdumer Forum.But it is better option for the complainant for claiming conpensation.

It is not mandatory but to claim the cost of the complaint it can be issued.

No. There is no such legal requirement.

Although majority of the companies are adamant and recalcitrant but a few companies may resolve the complaint to the satisfaction of consumer on receipt of legal notice. The company may or may not agree to compensate. In one of the posts in LCI Citibank settled the matter and paid compensation in response to the complaint posted to them.

For a consumer complaint the cause of action arises when a there is a consumer dispute.

A dispute arises when there is a demand and other side refuses to rectify/compensate. 

If in your case a dispute is evident, notice may be dispensed with, other wise a formal notice is advisable.
