Notice under section 80 cpc

I am seeking advise on procedure to send notice under section 80 CPC as the Regional Passport Officer Chandigarh with malafide intention and by misusing and abusing his official position have harassed me. I could only get the relief once I approached the Special Secretary, MEA and Chief Passport Officer of India. I have all the documentary evidence to prove that I have been victimized by RPO Chandigarh.
