Nri applying for mhada 2016 lottery

Hi,

I am currently an NRI, wanting to apply for the 2016 MHADA online lottery.

I checked the eligibity criteria on the MHADA website and feel that I fulfill all of them. However there is nothing mentioned about a NRI being able to apply for the lottery or not.

There is an eligibilty criteria which states that the applicant should have resided continuously in Maharashtra for atleast 15 out of the last 20 years.

I was born in Mumbai and have been residing in Mumbai until the last 2 years (not my own property), when I moved abroad for work. So I beieleve, I fulfill the eligibility criteria of being a resident of Maharashtra for atleast 15 out of the last 20 years.

Questions =>

Is my understanding correct OR will my application be rejected in the event  that I win the lottery (just being too optimistic here).

Also, since I am not a current resident of Maharashtra, can I still apply? 

How do I prove my Income (Since I have been working abroad)?

The information could better be got from MHADA under RTI.
