Nri/pio transfer of land

Dear Experts

I am a PIO who inherited ancestral agricultural land in India. The land is entirely in my name according the 7/12 document

All my family (the legal heirs to this land) are also PIOs 

The Reserve Bank of India states a PIO cannot transfer agricultural land to non indian citizens.

Does this apply to family and legal heirs of ancestral land?

what options do I have in partitioning the land to my children with this rule?

even for ancestral agricultural lands too, PIO can enjoy and possess. But cannot sell to Non- Indians

So PIO cannot tranfer to his children via gift deed, release deed or via will?
