MMRDA as a Special Planning authority executing a SRA project in PanchSheela Nagar, Amar Mahal, Chembur, Mumbai. MMRDA has provided only LOI (letter of intent) to one developer M/s Priya Construction after which developer constructed Stilt+2 floor Masjid structure without obtaining IOA and Commencement certificate whereas MMRDA has directly issued Occupation Certificate to the masjid structure. Even MMRDA commissioner gives undertaking that since OC is provided there is no need fo CC. Is that procedure and permissible in DCR or any civil laws.
