Can a claim for compensation and damages be reserved, ,and only party claimed due to the inability to pay adequate court fees and can it then be subsequently claimed? Will it attract Order 2 Rule 2 of the CPC?

Yes it attracts 2 R 2 CPC. Beause another claim is also based on the same cause of action not new one.
