“Public interest Litigation” or PIL is a litigation filed in a court of law, for the protection of “Public Interest”, such as pollution, terrorism, road safety, constructional hazards etc. ... Court on behalf of those whose rights are being violated.

So, a PIL is a Public Interest Litigation. When a PIL is filed in the High Court or the Supreme Court, the court gives a judgement.
Theoretically, a Writ Petition is an order by a higher court to a lower court or courts directing them to act or stop them from doing an activity. So, it is self-explanatory that the High Court or the Supreme Court will give an order.

A PIL (Public Iterest Litigation) is a litigation which protects the interest of the common people of the country. After filing a case in the High Court/Supreme Court, both the courts have the authority to give a judgement in respect of PIL.
Similary, a writ petition is a petition filed in the supreme court or high court seeikng constitutional remedy and the court gives both order and judgement.
