If u registered a agreement at Sub-Regsistrar office, then u can give a application for certified copy of this agreement and if u make notiresed document with builder then u make new document and give new agreement for loan in your bank . AND u take a declaration from builder about they lost old agreement.

notarilzed mean exectly what do i am? or can register new agreement or any other solution

Notarised mean's Government appointed "NOTARY" and the notary verified the sign of both parties in this agreement and then he (Notary) sign and seal in the agreement and then this document is velid in bank for loan purpose. AND if the agreement is registration at registrar office and both parties sign in the agreement in present of sub-registrar then they registered this agreement and then u submit the registered copy in the bank for loan.
