Owner not paying maintenance

Our residents society is registered under Karntaka Society act. One of the owner has not paid the maintenance fee for the last 2 years, what is the legal action we can take against him? The reason he cites is that his flat is vacant. Now he has started the wood work in his home, and even then he is not ready to pay the maintenance.

Can the residents association stop the carpenters from working there unless he pays the dues?

The Bye laws of the Resident association has to have the clause that any work or modification or alteration permission from the Association is must. If this is the case then the Association can stop the work and send Notice for the dues pending.

The Bye-Laws has that clause, but it is only external work, not the carpentry work inside. The owner is doing the carpentry work. We are thinking about giving a legal notice to the owner for payingthe maintenance.
